There is no single “U.S. flame-retardant test” for every textile. A clothing fabric, children’s pajama, industrial workwear garment, sofa cover, mattress barrier and vehicle headliner may use different ignition sources, specimen orientations, measurements and compliance systems.

Under S4.3, applicable material tested according to S5 must not burn or transmit a flame front across its surface faster than 4 inches per minute, equivalent to approximately 102 mm/min. The standard also contains a provision for material that stops burning within the specified time and travel distance.

The 4 in/min figure should therefore be cited with the test procedure and detailed provisions—not treated as a free-standing requirement for any sample size or laboratory setup.

Composite Materials and Test Orientation

Automotive textiles are often laminated to foam, scrim or backing. FMVSS 302 distinguishes materials that adhere at every point of contact from those with nonadhering interfaces, affecting whether they are tested as a composite or separately under the standard.

Surface orientation also matters. The surface closest to occupant-compartment air space is positioned as specified in the test frame. A decorative face fabric tested alone may not represent the production laminate with foam and adhesive.

For meaningful development, the buyer should send the laboratory the production-equivalent component stack: face material, coating, adhesive, foam, scrim and backing, with layer thicknesses and intended exposed surface clearly identified.

Manufacturer Self-Certification

NHTSA’s FMVSS 302 procedure explains the agency’s compliance-test approach. NHTSA does not pre-approve an individual roll of fabric. Applicable vehicle and equipment manufacturers are responsible for certifying that their products meet relevant federal motor-vehicle safety standards.

A supplier report can provide evidence for a material or component configuration, but it does not certify the complete vehicle or guarantee all colors, thicknesses, backings and production lots.
